Guardia Civil uncovers fraudulent vehicle inspection network in Murcia

The Guardia Civil has dismantled a criminal network in Murcia that approved technical inspections (ITV) for vehicles with serious defects.

Eleven individuals have been arrested, and five more are under investigation for crimes including belonging to a criminal group, document falsification, road safety violations, corruption, and manslaughter through negligence.

Fatal accident linked to fraudulent practices

A vehicles fraudulently approved by the network was involved in a tragic accident on the A-33 motorway in July. The crash, caused by a tyre blowout and subsequent loss of control, resulted in the death of an 11-month-old baby. Investigators determined that the vehicle’s poor condition, including worn tyres, was a direct consequence of fraudulent practices at the inspected ITV station.

Operation “Mojita”

The operation, named “Mojita,” began early last year after authorities became aware of fraudulent activities at an ITV station. The investigation uncovered a significant number of falsified inspections, particularly for vehicles over 20 years old. These vehicles, likely to have critical technical deficiencies, were approved without meeting minimum safety standards.

Irregular practices exposed

Investigators found that inspections were being conducted in seconds, bypassing essential checks on components such as seat belts and tyres. Irregularities included manipulation of vehicles during the inspection process and the fraudulent certification of non-existent repairs. Among those implicated are the station’s technical director, inspectors, administrative staff, workshop managers, and frequent customers.

Ongoing risks to road safety

The fraudulent inspections allowed unsafe vehicles to circulate, posing risks to occupants and other road users. The Guardia Civil’s Traffic Investigation Unit (UNIS) is continuing its work to identify additional vehicles affected by these practices and ensure road safety.
