For decades, slow-moving bureaucracy has been a defining frustration in Spanish public administration. Therefore, the Junta de Andalucía is tackling the problem head-on with the launch of its artificial intelligence assistant — JuntaGPT. This is designed to streamline red tape and accelerate decision-making within the region’s civil service.
With the rollout of JuntaGPT, Andalucia positions itself as a national leader in digital innovation at the regional level. The AI tool is currently being gradually introduced. Furthermore, it is expected to be fully operational across all government departments in the coming months. How JuntaGPT works
The custom-built AI, which runs on the region’s powerful Hércules supercomputer, is powered by the Gemma 3 model. This is a large language model with 27 billion parameters. Importantly, despite its name, JuntaGPT is not built using OpenAI technology. It has been developed in-house for exclusive use by Andalucian officials, with a strong emphasis on data privacy and security.
Once integrated, the AI assistant will be able to draft official emails, summarise complex documents, analyse legislation, and clarify administrative processes. Civil servants will also be able to consult the system for advice across hundreds of public service procedures. Its goal: to remove the bureaucratic bottlenecks that so often delay action.
From two years to two weeks
According to Antonio Sanz, the regional minister overseeing the project, JuntaGPT has the potential to drastically cut down the time it takes to process files. Some cases that used to drag on for up to two years could be resolved in as little as fifteen days. Additionally, the tool is expected to eliminate the need for over one million documents annually — a significant cost and resource saving for the administration.
Efficiency behind the scenes, humanity on the front line
While JuntaGPT promises major internal improvements, the Junta insists that the human touch in citizen-facing services will remain intact. The AI is a back-office tool designed to improve civil service workflows — not to replace people. Public interaction will continue to be managed by officials, ensuring trust and empathy aren’t lost in translation.
