Benidorm tightens control over scooter-based delivery services

Benidorm has begun a crackdown on the illegal use of the electric scooter for commercial deliveries. Although increasingly used for transporting goods, standard electric scooters are not authorised for this purpose under Spanish law or local mobility regulations.

The city council has launched an enforcement campaign to address the issue. It includes fines ranging from €80 to €500 for non-compliant riders. In some cases, the scooters may also be confiscated.

Police increase inspections across the city

In the coming weeks, local police will intensify daily inspections in key areas. Officers will focus on scooter riders carrying goods illegally, as well as those without the required liability insurance. Checks will also monitor helmet use and adherence to speed limits.

Francis Muñoz, Benidorm’s Councillor for Mobility, confirmed the municipality’s position: “We are seeing more scooters being used for deliveries. This is not allowed, and we will increase enforcement.”

The use of personal mobility vehicles (PMVs) is permitted only for individual transport. Only vehicles specifically approved for goods transport can be used commercially.

Safety and sustainability at the heart of new measures

The new rules are part of a wider mobility plan that aims to enhance safety and reduce environmental impact in Benidorm. Authorities say regulating scooter use helps prevent misuse and supports broader sustainability goals.

Low-emission zone now in effect

Since 1 January 2025, a low-emission zone (ZBE) has been active in Benidorm. This zone includes much of the city centre, Levante, and Poniente neighbourhoods. Polluting vehicles are restricted in these areas, although fines for violations will not be issued until July, allowing for a six-month grace period.

Once enforcement begins, penalties for non-compliance may reach up to €200. The ZBE is intended to improve air quality and prioritise space for pedestrians, cyclists, and cleaner vehicles.

Moving toward safer streets

By curbing unauthorised deliveries and promoting legal, sustainable mobility, Benidorm hopes to create a safer environment for both residents and tourists. The initiative aligns with similar efforts in other Spanish cities aiming to modernise urban transport.
