Which measures apply in the autonomous regions?

The 17 different regional authorities are continuously adjusting their measures. Therefore, it is not always easy to keep an overview. Especially now each of the autonomous regions often wants to take measures. However, they must still wait for the decision of the judge before implementation. 

For each of the measures restricting freedom (curfew, perimeter closure, etc.) the regional court must give its approval. And with the current epidemiological situation still far from being under control, the sub-administrations continue to look for an acceptable balance. As such, this must be between a liveable society on the one hand and reducing the number of corona infections on the other. But how have the autonomous regions arranged it now? Below is a new overview. 

Andalucia 

Andalusia’s high court has rejected the request to make nightlife accessible only with a covid certificate or negative test evidence. 

Curfew: A curfew between 2.00 am and 7.00 am is in effect in Montoro (Córdoba), Estepona, Marbella, Campillos (Málaga), Punta Umbría (Huelva), Marchena, Tocina, El Cuervo de Sevilla (Seville), Conil de la frontera, Paterna de Rivera (Cádiz) and Mengíbar (Jaen).  These are the municipalities with more than 5,000 inhabitants and an incidence rate of more than 1,000 cases.

Catering: There are no more capacity restrictions on outside terraces. However, within interior spaces a maximum of 75% in municipalities with levels 1 and 2; 50% in level 3 municipalities. Additionally inside, everywhere in the region, a maximum of only 4 people are allowed to sit per table. Whereas, outside there are 10 in municipalities with level 1; 8 in level 2 municipalities, and 6 in level 3 municipalities. Measures meaning eating and drinking at the bar are not permitted throughout the region unless outdoor. 

Nightlife: Furthermore, owners of nightlife establishments must keep a record of the guests for track and trace in the event of a positive test. At level 1 the maximum indoor capacity is 75% and at level 2 it is 50%.  Tables inside must be limited to 4 customers. Whereas outside, the table limit for level 1 is 10 and for level 2 it is 8 people.

Aragon 

Curfew: There is a curfew in Huesca, Jaca, Monzón and Barbastro between 1.00 am and 6.00 am. 

Maximum group size: 10 people, both at home and in public areas. 

Catering: Bars and restaurants may remain open until 0.30 am. However, the maximum capacity inside is 50% with a maximum of 6 guests per table. Furthermore, the terrace is allowed to be completely full, but a maximum of 10 people can sit per table. 

Nightlife: Pubs and discotheques are open until 0.30 am and have the same capacity that applies to the catering industry measures. However, no consumption at the bar, dance floors are closed, and smoking is prohibited on the terrace. 

Asturias 

In Asturias, nightlife will remain closed for the next 14 days. And alcohol will not be sold at petrol stations and shops that are open 24/7. 

Maximum group size: In municipalities with level 4+, a maximum of 6 people are allowed to gather inside, outside this number is 10. Although an exception to the measures applies to guided tours or other organised events. 

Hospitality: Bars and restaurants close at 1.00 am, with no consumption permitted at the bar. Also, inside is limited to a maximum of 6 people sitting at a table. Whereas, outside this is 10. 

Balearic Islands 

From 14 August, a compulsory vaccination certificate, recovery certificate, or negative PCR test will apply to all sports and cultural activities in the Balearic Islands. 

Maximum group size: Between 1.00 am and 6.00 am there is a ban on the gathering of people from different households. This applies to all islands, with the exception of Formentera. 

Hospitality: In Mallorca, Menorca, and Ibiza, bars and restaurants close at 1.00 am. Inside, 4 people are allowed per table, and outside there are 8. Only on Formentera do the old measures still apply. That equates to 6 people per table inside and 12 per table outside, bars and restaurants here are open until 2.00 am. 

Nightlife: Pubs are allowed to stay open until 2.00 am. However,  guests must be seated. All discos are closed. And furthermore, alcoholic drinks will no longer be sold at gas stations and convenience stores after 10.00 pm. 

Additionally, the beaches are closed to the public from midnight to 6.00 am. 

Canary Islands 

Gran Canaria will move to level 4 from August 9. 

Maximum group size: 2 people for the level 4 islands (Tenerife, Gran Canaria), 4 for the level 3 islands (Fuerteventura and La Palma). For level 2 islands (Lanzarote and La Gomera), this number is 6 and 10 for El Hierro that has level 1. 

Hospitality: No vaccination certificate is required in Tenerife for access to the hospitality industry. This is open until midnight. For the islands with levels 2 and 3, a maximum capacity of 75% outside and 50% inside applies. The maximum capacity outside at level 1 is 100% (maximum 10 people per table) and 75% indoors (6 people per table). 

Nightlife: Nightlife in the Canary Islands of Lanzarote, La Gomera, and El Hierro is open until 2.00 am. However, guests must be seated and the dance floor remains closed. A maximum group size of 10 people applies on terraces, inside a maximum capacity of 50% and a maximum of 4 people per table. 

Between 8.00 pm and 6.00 pm the beaches and parks of Tenerife, Gran Canaria, Fuerteventura, and La Palma are closed to the public. Alcohol is not allowed to be sold after 10.00 pm on all islands in the region. 

Cantabria 

In the Cantabria region, since August 5, a Covid passport must be presented for access to the catering industry in all municipalities with level 3. However, the catering sector has appealed against the approval given by the court for this. 

Curfew: The judge has also approved a curfew from 1.00 am to 6.00 am in the municipalities with the highest incidences. 

Catering: level 1: 50% capacity indoors with a maximum of 6 guests per table, 100% outside with a maximum of 10 guests per table; level 2: capacity inside has been reduced to one third and outside to 75% with a maximum of 6 people at a table both inside and outside; level 3: inside only accessible with a covid certificate, maximum capacity is a third with 6 people per table, outside the capacity is 75%. 

Nightlife: In municipalities with levels 2 and 3, nightlife is closed. At level 1 the same restrictions apply as those for the catering industry (inside 50% with 6 people per table, outside 100% with ten people per table). 

Castile-La Mancha 

Catering: Indoors a maximum of 75% of the capacity is allowed, and outside this can be100%. Bars and restaurants are open until 2.00 am. However, no consumption at the bar is permitted, and a maximum of 10 people per table. 

Nightlife: Pubs and discos are open until 3.00 am, with 75% of capacity indoors and 100% outdoors. Furthermore, dancing is not allowed inside, and the bar is also closed for consumption. 

Castile and Leon 

Catering: Inside the maximum capacity is 75%, with a limit of 10 people per table. Also, no consumption is allowed at the bar. There is no restriction on the capacity outside. But the maximum group size table is 25 people. The catering industry closes at 1.30 am. But after 1.00 am no guests are allowed entrance. 

Nightlife: Discotheques and all banquet halls are closed. Bars, pubs, karaoke, etc. have a maximum capacity of 50% and close at 1.30 am. Inside ten, outside 25 people per table. 

Catalonia 

In the larger municipalities with an incidence of 250 or more, there is a curfew from 1.00 am to 6.00 am. Of these, there are 176 in total, including the city of Barcelona, ​​Tarragona, Lleida, Girona, Badalona and L’Hospitalet. 

Cogesa Expats

The maximum group size is ten people. Furthermore, groups of people are not allowed to eat or drink outside the terraces. 

Hospitality: bars and restaurants are open until 0.30 am. Inside, 50% capacity applies, outside 100%. Moreover, a distance of 1.5 metres must be maintained. Inside, 6, outside 10 people can sit at a table. Also, consumption at the bar is allowed in Catalonia. 

Nightlife: outdoor only is permitted, with a maximum of 10 people per table on the terrace, and all guests must register. 

All beaches and parks are closed to the public between 0:30 am and 6.00 am. 

Valencia 

77 municipalities of this region have curfews from 1.00 am to 6.00 am, including Valencia, Alicante, Benidorm, and Benicàssim. 

Maximum group size: A maximum group size of 10 people applies throughout the region. 

Catering: Inside the capacity is 50% with 6 people per table. Whereas, outside 100% capacity is permitted with 10 people per table. Smoking and consumption at the bar is prohibited. The catering industry closes at 0.30 am. 

Nightlife: pubs and discotheques must close at 0.30 am. Likewise with the catering industry. Drinking parties on the street are prohibited. And no alcohol is allowed to be sold between 8.00 pm and 7.00 am. 

Extremadura 

Maximum group size: six people. 

Perimetric closure: Aceituna, Arroyo de la Luz, Madrigalejo, Guadelupe, Hornachos, Los Santos de Maimona and Siruel. However, this may be reviewed after August 9. Oliva de la Frontera, Quintana de la Serena, Bienvenida, Villanueva del Fresno, Hervás, Losar de la Vera and Miajadas have their perimeters closed until at least August 12. 

Catering: maximum capacity inside of 30% with a maximum of 6 guests per table, outside 75% with 6 guests per table. Consumption at the bar is prohibited. 

Nightlife: Pubs and discos are allowed to stay open until 2.00 am. 

Galicia 

From August 7, the maximum restrictions will also apply to Muros, Baiona, Burela, Foz, Viveiro, Monterroso, Meaño, O Grove and Sanxenxo. 

Maximum group size: 10 outside, 6 inside in the whole region. Between 1.00 am and 6.00 am, only members of the same household are allowed to gather in the regions with the highest incidences. Whereas, in the other regions, this applies from 3.00 am to 6.00 am. 

Hospitality: It is only accessible with a valid covid certificate in municipalities with the highest risk level. A maximum capacity of 30% applies indoors and 50% outdoors. In the other areas, this is 50% both indoors and outdoors. Although, in the municipalities with the lowest risk level, 100% applies to the terraces. 

Nightlife: Pubs and discos are closed in the municipalities with the highest risk. In the other areas, mandatory covid certificate measures apply, and with a maximum indoor capacity of 50%. 

All beaches, squares, and parks are closed between midnight and 6.00 am to avoid nighttime drinking festivities. 

Madrid 

There is no longer any perimeter closure in the Madrid region. 

Catering: open until 1.00 am with 50% capacity inside and 75% on the terrace. Inside, 6 people can sit at a table, outside there are 10. 

Nightlife: Nightlife closes at 3.00 am, but no guests will be allowed in after 2.00 am. No consumption at the bar and the dance floor remains closed. 

Murcia 

The regional council of Murcia has requested approval from the court to continue to maintain measures for the maximum group size of ten people after August 3. 

Between 2.00 am and 6.00 am only people from the same household are allowed to come together. 

Catering: outside there is a capacity of 100% with a maximum of 10 guests per table, inside this is only 30% at level 3; 50% at level 2, and 75% at level 1 with a maximum of 6 people per table. 

The nightlife in Murcia is closed. Furthermore, alcohol is not allowed to be sold in petrol stations and night shops between 10.00 pm and 6.00 am. 

Navarra 

In more than 100 municipalities, including Pamplona, ​​there will be a curfew from 1.00 am to 6.00 am on weekends and public holidays until August 12. 

Maximum group size: ten people from a maximum of three different households. 

Hospitality: bars and restaurants have a maximum capacity of 60% and close at 1.00 am. Whereas, 100% applies to the terraces, with a maximum of 10 guests per table. 

Nightlife: Capacity measures for discotheques and banquet halls are 50% with a maximum of 6 people per table. However, there can be no use of the dance floor, and doors close at 1.00 am. 

Basque Country 

In the Basque Country, people who do not belong to the same household are not permitted to gather in squares, parks and sports grounds between midnight and 6 am. However, movement during these hours is allowed. 

Catering: inside there is a maximum capacity of 35%, with a maximum of 6 people per table. Also, the doors close at 1.00 am.  Drinks at the bar or while standing are not allowed. Discos and pubs are also allowed to remain open until 1.00 am. But the dance floors must remain closed. 

La Rioja 

A maximum of 6 people is allowed to gather in the entire Rioja region. 

Hospitality: Almost the autonomous entire region is on level 2. Therefore, this means almost everywhere there are measures for a maximum capacity of 75% applies inside with a maximum of 6 people per table. Furthermore, consumption at the bar is allowed and the nightlife in La Rioja is also open. However, only in Calahorra, Arnedo, Haro, and Fuenmaor, the capacity is 50% and all catering facilities close at midnight.
