Spain’s National Commission for Markets and Competition (CNMC) has fined six of the largest Spanish construction companies a total of €203.6 million.
The companies were fined for manipulating thousands of public tenders for construction and civil engineering infrastructure over a 25-year period.
Construction companies named
They are the companies;
- Acciona (29.4 million)
- Dragados (57.1 million)
- FCC (40.4 million)
- Ferrovial (38.5 million)
- OHL (21.5 million)
- Sacyr (16.7 million)
The CNMC stated that these six construction companies had been meeting weekly since 1992 to decide on public contracts. They discussed the distribution of the technical work in the tenders. They also exchanged information on their bidding strategy for public tenders.

Thousands of tenders
‘These are practices whose effects have been particularly damaging to society, as they have affected thousands of tenders issued by Spanish public administrations for the construction and building of infrastructure such as hospitals, ports and airports, roads, etc.’, Competition underlines.
The public administrations concerned include, in particular, those with development responsibilities, such as the Ministry of Development (now the Ministry of Transport, Mobility and Urban Agenda) and its dependent bodies and public enterprise entities.
